Automatic Payment with Vehicle Identification System at Fuel Stations

Thursday, April 10, 2025

When consumers arrive at a fuel station, they want to complete their transactions quickly and get back to their day as soon as possible. However, it is crucial that speed does not compromise safety and security during these quick transactions. This is where the Fuel Vehicle Identification System (VIS) stands out as a solution that makes the refueling process much more practical and secure.

With this system, which automates the fueling process, drivers can enjoy increased speed, time savings and cost control without even having to leave their vehicles. You can find details about this system, which is becoming increasingly widespread in our country through integration with the National Vehicle Identification System, in our article.

What is a Fuel Vehicle Identification System?
A Fuel Vehicle Identification System (VIS) is a technological solution that automates and simplifies the fuel purchasing process for vehicles.
In this system, the vehicle's identity is determined either by its license plate or a special RFID (Radio Frequency Identification) device. When a vehicle enters a fuel station, the reader at the fuel pump detects this identity and transmits it to the central system. After identity verification, fuel dispensing takes place and payment is processed automatically.

Fuel vehicle identification systems provide significant advantages, especially for fleet management, vehicle owners and drivers. These benefits range from cost control and fraud prevention to eliminating the need for receipts or invoices, offering considerable convenience.

What is VIS Used For?
VIS is designed to help manage fuel purchases for fleet-connected and/or commercially used vehicles, streamlining the billing processes. In addition to optimizing costs, VIS provides significant advantages in detecting unauthorized usage and enhancing operational efficiency.

What is the National Vehicle Identification System?
The National Vehicle Identification System (NVIS) is a solution that monitors and automates fuel purchases throughout Türkiye via a central system. Similar to the VIS, this system integrates an identification technology into vehicles and works entirely like other VIS systems.

Integration with NVIS has become mandatory for fleet vehicles, commercial vehicles and rental vehicles. This means that if fuel receipts are shown as expenses and deducted from taxes, there is an obligation to be included in the NVIS. According to recent regulations, by the end of the first half of 2025, individual drivers using fuel vehicle identification systems must also have a Vehicle Identification Unit (VIU) installed in their vehicles. Thus, whether a driver is using an individual vehicle or one affiliated with a company, if they want to use VIS, they will need to install a VIU and be included in the NVIS.

Where to Obtain the Fuel Vehicle Identification System?
The Vehicle Identification System is provided by many fuel distribution companies in Türkiye. Major fuel brands help you join the system through specialized solutions offered to their corporate customers. In this context, you need to apply to your chosen fuel brand. After providing the required information and documents for this application, you will receive appointment details for the authorized service and installation of the Vehicle Identification Unit. Once you visit the specified authorized company at the appointment time and complete the installation of the unit, you become part of the system.

You can also benefit from this system as an individual customer; although the documents and information required during the application process may differ slightly, the installation and activation procedures are carried out in the same way as for corporate customers.

How Can I Apply for VIS?
You can apply for VIS (Vehicle Identification System) for your corporate vehicles by following the guidelines on the application pages of fuel companies' websites. In many companies, sales representatives will contact you to follow up on the delivery of necessary documents and the contract signing process.

Once your application is complete, the VIU (Vehicle Identification Unit) device needs to be installed, following the company's guidance. Some fuel companies have mobile installation teams, while others will provide you with contact information for authorized service centers to assist with the installation. After the installation is complete and the necessary tests are conducted, the VIU device will be activated. Subsequently, the registration with NVIS will be completed, making it ready for use.

How to Make Payments with VIS?
Payment convenience is one of the main advantages when purchasing fuel with the Vehicle Identification System. In the VIS offered by many fuel companies, vehicles are linked to a credit card, debit card, or corporate bank account. When fuel is purchased, payment is automatically processed through one of these payment methods. Drivers don't even need to leave their vehicles. Vehicles that are part of this system cannot make payments using cash or another bank/credit card. However, if you want to refuel at a station not affiliated with your VIS-linked fuel company, VIS will not function, and payment will need to be made on the spot.

What Are the Advantages of Automatic Payment with VIS?
First and foremost, as previously mentioned, drivers do not need to make physical payments within this system, allowing them to save significant time by not having to leave their vehicles. This is especially beneficial during peak hours, such as after work, when gas stations tend to be busy, eliminating the hassle of waiting in line to pay.

For fleet managers, automatic payment at fuel stations through vehicle identification offers several advantages. This system enables fleet managers to monitor fuel consumption and costs in much greater detail. They can see which vehicle refueled on which day, at what time and at which station, helping to prevent unauthorized use. Additionally, automated reports from VIS provide fleet managers with the ability to analyze fuel expenses on a monthly and yearly basis. Another advantage stands out in terms of security. Credit or bank cards given to drivers for purchasing fuel can be stolen, which may result in significant costs. However, with automatic payment, such situations are prevented since drivers aren't given any payment instruments and only authorized vehicles can purchase fuel.

The VIS also brings significant convenience to the accounting department. Without VIS, drivers must purchase fuel using either their provided payment method or personal funds and are required to obtain corporate receipt. They would have to submit this receipt to the accounting department to get reimbursed for the fuel expense if they paid themselves. The accounting department would otherwise need to manually process receipts, reimburse drivers based on these receipts, and track card limits if a card is used. The VIS system supports the accounting department by automating billing on a monthly or bi-weekly basis, significantly reducing their workload and simplifying the process.

In conclusion, vehicle identification systems are beneficial for all stakeholders involved in the system, from fleet managers to accountants, drivers to fuel station employees. With the mandatory implementation of NVIS, a significant step has been taken in our country towards combating the informal economy.
